On 15 October 2014, Ambassador Liu Xiaoming met at the Embassy with the visiting delegation led by Mr. Rimsky Yuen Kwok-keung, Secretary for Justice of Hong Kong SAR Government. The meeting was also attended by Ms. Erica Ng, Director-General of the Hong Kong Economic and Trade Office, London.

Ambassador Liu welcomed the visit of the Secretary for Justice to the UK and the two sides had an in-depth exchange of views on the situation in Hong Kong and Hong Kong's political development. Ambassador Liu said that President Xi Jinping recently made clear that unswerving efforts should be made to implement the policy of "One Country, Two Systems" and the Basic Law, support the steady development of democracy by law in Hong Kong, and maintain the long-term prosperity and stability of Hong Kong. This reaffirms the consistent sincerity and determination of the central government and focuses on the overall and long-term interests of Hong Kong.

Ambassador Liu said the illegal "Occupy Central" activities have seriously disrupted Hong Kong's law and order, poisoned Hong Kong's economic environment and tarnished Hong Kong's international image. If unchecked, they will only reverse the progress of democracy in Hong Kong, and even destabilise Hong Kong. The Hong Kong SAR Government led by Chief Executive Leung Chun-ying is properly dealing with the illegal "Occupy Central" activities and protecting the social stability and personal and property safety of citizens in Hong Kong. This is in tune with the wishes of the majority of Hong Kong's people and shows to the international community the capacity of the Hong Kong SAR Government to govern according to law.

The Ambassador stressed that Hong Kong's internal affairs, including its political reform, are purely China's internal affairs, so we have clearly expounded China's stance to the British Government, parliament and media, urging the British side to be cautious and not to interfere in the internal affairs of Hong Kong and China in any way.

Ambassador Liu hoped that Secretary for Justice Yuen would take the opportunity of widely contacting the British communities to comprehensively introduce the first-hand and real situation of the successful implementation of the "One Country, Two Systems" policy and the political reform in Hong Kong, thoroughly explain that the Basic Law and the decisions of the Standing Committee of China's National People's Congress are the constitutional legal framework for Hong Kong's political development, and clearly express the position of the Hong Kong SAR Government to oppose any foreign force to interfere in Hong Kong's internal affairs and oppose the so called Hong Kong-related "inquiry" by the British House of Commons' Foreign Affairs Committee.

Ambassador Liu said that the Chinese Embassy will continue to support the Hong Kong SAR Government and Hong Kong Economic and Trade Office, London and work together with them to maintain and promote the prosperity and stability of Hong Kong, facilitate the exchanges and cooperation between Hong Kong and the UK in various fields such as economy, trade and culture, and help Hong Kong to better play its role as a bridge and tie in the China-UK relations.

Secretary for Justice Yuen Kwok-keung fully agreed with Ambassador Liu. He said that his visit aims to introduce the development of Hong Kong as an international centre for arbitration and legal services, and to give all communities of the UK some details on the political reform promoted by the Hong Kong SAR Government, so that they can have better knowledge and understanding of what is going on in Hong Kong. He made it clear during the visit that during the political reform the SAR Government not only strictly follows the Basic Law and the relevant decisions of the Standing Committee of China's National People's Congress but also widely listens to and adopts comments and suggestions from all communities of Hong Kong. Hong Kong's affairs should be dealt with by the Chinese central government and the Hong Kong SAR Government, and any foreign interference is not conducive to the progress of democracy in Hong Kong. The Hong Kong SAR Government firmly opposes the so called Hong Kong-related "inquiry" by the British House of Commons' Foreign Affairs Committee, which is not only interference in the internal affairs of Hong Kong but also to be taken advantage of by some people in Hong Kong.

Secretary for Justice Yuen thanked Ambassador Liu and the Chinese Embassy for their long standing support to the Hong Kong SAR Government and the Hong Kong Economic and Trade Office, London, and expressed the willingness to continue the close communication and collaboration with the Embassy.
